The Public Tender Authority promulgates detailed regulations on purchase of goods and services, including consultancy services and construction projects as well as on drafting of framework agreements with regard to public tenders.
The new regulations promote the principles of transparency, fair competition among and equal treatment of bidders, public oversight, timely and cost-effective satisfaction of public needs, and effective use of sources, as mandated by the Law on Public Tenders that forms the legal ground for their elaboration.
The rules applicable to preliminary price estimations, formation and competence of tender commissions, acceptance criteria for the goods and services provided by contractors, form and content of tender documents, eligibility requirements, and administrative fines are among the key issues set forth under the new regulations.
