The National Real Estate Communique No.324

The Ministry of Finance published the National Real Estate Communiqué No.324 on pre-permission and permission procedures related to the use of Treasury-owned real property and the usufruct rights to be established there on.


The new communiqué sets forth the rules applicable to the granting of usage rights on state-owned real properties in accordance with the provisions of the Regulation on Administration of Treasury-Owned Real Properties.

In addition to the tender methods and procedures for treasury-owned lands for general commercial purposes, the communiqué separately regulates the use of public lands for tourism, BOT's, privatization, energy investments, organized livestock areas, technologic and geothermal greenhouse activities along with organic agricultural investments under detailed sector-specific criteria.

The communiqué will operate with first priority (lex specialis) with regard to public tenders within its scope of application, partly opting out the tender regime under the Law on Public Tenders.
